Lowongan Kerja Gender Equality Specialist – Cowater International
Cowater International is an Ottawa-based Canadian management consulting firm specializing in international development. We work primarily on projects-funded by donors. We are currently seeking to recruit a Gender Equality Specialist for a CIDA-funded project to support Indonesia’s Islands of Integrity Program for Sulawesi (SIPS). The project will assist local governments in Sulawesi in implementing transparent government administration practices in three areas: a) licensing and identification cards, b) performance incentives, and c) procurement. The successful candidate will be provide part-time technical support to project activities in North and South Sulawesi. Initially, the Gender Equality Specialist will be needed for approximately 20 working days during the Inception Phase (27 August to 31 December 2010). S/he may be offered further intermittent work over the life of the Project (2011-2014), depending on general suitability and successful performance during the Inception Phase.
Responsibilities of the Gender Equality Specialist:
• During the Inception Phase:
• Developing the SIPS Gender Equality Strategy in accordance with Government of Indonesia and CIDA policy/standards to ensure the achievement of SIPS gender equality results
• Working closely with district/city, provincial and national government partners and stakeholders to develop owners-hip over gender equality as an integral element of SIPS. Collaborating closely with the SIPS technical team staff, specialists, KPK and partners to identify key entry points for addressing gender equality.
During the Implementation Phase:
• Providing support to the SIPS technical team to ensure the effective implementation of the SIPS Gender Equality Strategy, including building the capacity of the team and stakeholders
• Monitoring progress in mainstreaming gender equality through field visits and participating in work planning and progress review meetings to ensure gender equality is mainstreamed in Annual Workplans and gender equality results are captured in progress reports.
• Putting systems in place for collecting and disseminating timely, accurate, detailed, reliable and up-to-date gender information to support mainstreaming in the implementation of project activities
• Documenting gender equality/mainstreaming lessons learned and good practices in corruption prevention.
Qualifications:
• At least an undergraduate degree in a relevant subject (e.g. social sciences, women’s/gender studies).Training in gender equality or corruption prevention would be an asset. • At least five years’ experience in integrating gender equality into the implementation and monitoring of decentralized governance initiatives.
• Practical experience in addressing gender equality dimensions of corruption prevention at the provincial, district or municipal level.
• Knowledge of the Government of Indonesia (GOI) policy/legislative framework for gender equality, including mainstreaming gender equality in the context of regional autonomy
• Familiarity with GOI policy and approaches related to corruption prevention.
• Practical experience in mainstreaming gender in CIDA-funded projects would be an asset.
• Experience working in Sulawesi would be an asset.
• Ability to work well with people, both government and civil society, from different backgrounds and levels of responsibility
• Excellent Indonesian language writing Skills
• Ability to communicate effectively in spoken and written English would be an asset.
